Hello everyone,
I’m Kevin Rowe and really pleased to be joining Luton Council’s DDaT service as the new Head of Digital Development.
I wanted to take a moment to introduce myself and share a little about my background, my passions, and what I’m here to help deliver.
I’ve worked in local government for 24 years, beginning my career in housing.

That experience was hugely formative and gave me a deep appreciation of:
- the complex lives many residents lead
- how challenging it can be for people to access public services when they need them most
It’s where I first understood the importance of designing services that work for resident’s, not just the business.

From there, I moved into transformation, where I played a key role in merging the workforces of Adur and Worthing Councils. That experience pushed me further toward digital innovation to simplify, unify, and improve the way councils operate.
For the last 11 years, I’ve been fully immersed in the digital domain. Specialising in low code platforms, I’ve led major digital platform implementations at councils in Adur, Worthing and Croydon.
Through this work, I’ve seen how low code platforms can:
- transform customer journeys
- streamline workflows
- empower staff to focus on the things that really make a difference
What’s happening in Luton? 🆕
There’s already brilliant digital work happening here. Our LocalGov Drupal programme is well underway and being delivered by a capable and experienced team.
Alongside this, we’ll soon be moving forward with the implementation of a low code platform to provide online services, once the contract is finalised.
This platform will give us the flexibility and power to:
- build user-centred services quickly
- integrate systems and reduce fragmentation
- support staff with clearer, smarter processes
- create modern, intuitive digital experiences for residents and businesses
I’m excited to help shape a digital ecosystem that supports Luton’s long-term ambitions and makes interacting with the council easier for everyone.

I’m also delighted to be joined by James Bovington, one of the most skilled and thoughtful low code developers I’ve had the pleasure of working with. James will introduce himself properly through this blog next week, along with Nicola Egan, DDaT’s new Head of Innovation, Delivery and Data.
James will be architecting our low code platforms, setting the technical direction, writing the principles and governance, and ensuring we have everything we need to deliver high quality, scalable applications.
Together, and in collaboration with the great people already here, we’ll be building the foundations and capabilities needed to deliver exceptional digital services for Luton.

to help Luton Council deliver digital services that are:

- intuitive
- genuinely designed around the needs of residents, businesses, and staff
