Frontline Services – Bartec
The Frontline Services project continues to make strong progress. With the contract variation now complete, the development team is fully focused on building the new resident-facing services that will improve how people interact with Waste Management and, in future, Street Cleansing services and Grounds and Maintenance.
Waste management module
The project team is currently developing several key waste management services. The bin bay Lookup and missed bin services are ready for the next stage of testing, while assisted collections and bin operations are nearing completion.
Work is also progressing behind the scenes to connect the new resident-facing services with our waste management system. This integration is a critical milestone and will allow information to flow automatically between systems, providing residents with a seamless experience and enabling the project team to begin full end-to-end testing.
Resident experience remains at the heart of the project. As part of testing, local residents will have the opportunity to use the new services and provide valuable feedback.
The team is also working closely with content design specialists to ensure processes are simple, accessible and easy to understand. This includes introducing automated updates so residents can track the progress of their service requests from submission through to completion.
The team has also been working closely with the Clinical Waste service to understand existing processes and begin planning how these can be delivered through the new system. In addition, Waste Management is implementing Bintuition, a new solution that will tag bins across Luton, helping to improve data quality and support more efficient management of waste services in the future.
Street cleansing module
Although development of the street cleansing module is not scheduled to begin until next year, valuable preparation work is already underway. The project team has been working with the service to map existing activities and processes, with fly-tipping identified as an early focus due to the complexity involved.
The team has taken the decision to delay the redesign of future processes until development starts. This approach will ensure planning reflects the most up-to-date service requirements and allows the project to make the most effective use of time and resources.
Regulatory Services – Arcus
Project kick-off
The Regulatory Services APP replacement project has officially launched, marking the beginning of an exciting transformation journey for services across the council. The focus is now on helping teams become familiar with the new Arcus platform and preparing for the migration of services onto the system.

The partnership with Arcus has started positively, with strong collaboration, open communication and a shared commitment to success. While this is a significant programme of work that will take time to deliver, there is a clear sense of enthusiasm and ambition amongst everyone involved to create a modern, efficient solution for Regulatory Services.
Collaboration with Transformation
This project represents a major step forward as services move from a legacy application to a modern platform designed to support automation, digital working and continuous service improvement.
To support this transition, the Transformation and DDaT teams are working closely together. A dedicated business analyst has joined the project to help services explore how they can:
make the most of the new system’s capabilities
identify opportunities to improve processes and customer experiences
What’s next?
Workshops have been a key focus throughout the early stages of the project. Working alongside Arcus, the project team has established a programme of sessions covering:
- system administration
- data scoping
- integrations
- service-specific requirements
Licensing is the first service to begin this detailed phase of work, helping to establish a collaborative delivery approach that can be applied across the wider programme. The lessons learned, feedback gathered and processes developed during this stage will help shape the approach for other services as they progress through the project.
Although Licensing is leading the way, significant work is already taking place across the wider Regulatory Services teams. Services are:
- identifying their activities
- preparing information required for configuration
- helping the project team build a detailed understanding of existing processes
This groundwork will provide the foundation for designing improved ways of working later in the project and ensuring the new system delivers long-term benefits for staff and customers alike.
